(AP) -- Organizers say the number of competitors in the 21st annual Badger State Winter Games fell just below expectations. Spokeswoman Jessica Gammey says the games attracted 4,300 competitors while planners had hoped for at least 4,500. The games ran over three weekends for the first time and included competition in 21 events. They ended Sunday. Gammey says below-zero cold on the first weekend may have deterred people from competing in some outdoor events. She says it is unclear whether the poor economy affected participation. The record for competitors occurred in 2001 when nearly 6,400 athletes competed during one-weekend of events.
