Jim Doyle would have the most power to determine how Wisconsin spends its federal stimulus money under a plan he put forward Monday. It calls for Doyle to submit a plan for spending the federal money to the Legislature's budget committee. The two co-chairs of that committee could either approve the plan or call a meeting within 14 days to modify it. Doyle and both of budget committee co-chairmen are Democrats. Doyle's plan also would streamline the approval of building projects, but he says transportation projects would need a separate plan for approval.
