Sheriff Clarke: Problems Persist At HOC

MILWAUKEE - Problems persist at the Milwaukee County House of Correction, according to Milwaukee County Sheriff David Clarke. He claims he found conditions at the Franklin lock-up worse then expected. An audit found serious morale, staffing and security failures. Clarke will take over the House of Correction in the new year.
