OCONTO FALLS - An Oconto Falls teen says he took down three black-faced scarecrows that he had hung by their necks as a Halloween display because he was threatened with a disorderly conduct fine.
Eighteen-year-old Marc Monfort had said the figures weren't racist and vowed not to remove them, but he said police told him Friday they would issue a disorderly conduct citation if a complaint were to be filed.
Instead of hanging from a rope, the scarecrows had been placed on the ground, leaning against a tree, and the faces were painted white instead of black. A sign asked if the display would have been "a big deal" if the faces were white.
Monfort said a Confederate flag in the yard was not part of the display.
Frank Jakubiec of Green Bay drove to Oconto Falls Friday to look at the display. He said it didn't matter what color the figures were because "people hanging in trees sends the same message -- the wrong message."
Oconto Falls Mayor Don Osborne said he's glad the display is down but the incident will still be referred to the district attorney for possible charges.
