WATERFORD - Flood warnings are in effect Racine, Kenosha and Jefferson counties.

Even though the rain has stopped, river water continues rise.

Kenosha County's declared emergency flooding status for homes near the Fox River. High water is visible around Silver Lake, Wheatland and Salem.

To find flooding in Racine County's town of Waterford, start in Town Chairman Bob Langmesser's backyard.

"The town of Waterford was named the town of Waterford because of all the water problems,” Langmesser said.

Many lawns in Waterford look more like lakes. The ground is so saturated that water's slow to soak in.

The melting snow, close proximity to lakes and rivers and heavy rain add up to soggy, messy ground.

"See, if you were to drive in something like this, you're going to get stuck,” Marvin Saaf said.

Saaf’s land near the Fox River is like a sponge. The ground is so wet that if he tried to move his RV, it would sink like quick sand.

“With the motor home, I’m apt to get stuck and not be able to get out. I wouldn't dare try that. I have to wait until it dries up,” Saaf said.

While the subdivisions here continue to grow, if you move to the town of Waterford, be ready for the water.

“It’s an ongoing thing. Normally it doesn't dry up until mid July,” Langmesser said.

Flooding is an on-going problem for many who make their home near water.

In Kenosha County, officials are urging people who live in low lying areas to evacuate. The river is just below the flood stage now and rising. The Fox River is expected to crest Thursday.

In other areas of Racine and Jefferson counties, rivers are already above flood stage.
