Father faces charges for kidnapping stepdaughter
MILWAUKEE - Officers chased down Tonnie Tolliver with his stepdaughter in the car alongside him. There's a number of reasons they were worried for her safety.
At a north side home Tuesday, Milwaukee police say Tolliver kidnapped his estranged 22-year-old stepdaughter, Kiara Freeman, who has Down syndrome.
Police sent photos of Tolliver and Kiara out the public, fearful for her safety.
The search for Kiara came to a dramatic end Thursday evening, on the south side near 39th and Pierce.
Tolliver rammed into a squad car that tried to corner his PT Cruiser with Kiara inside, the officers escaped without a scrape.
The chase and crash ended right outside Lilianna Lopez's house. "Once he spun out...things start flying and smoke was everywhere," described Lilianna Lopez to TODAY'S TMJ4.
Tolliver is in jail awaiting possible kidnapping charges. Tolliver also faces reckless endangerment charges for ramming into the police squad car.
He is also a sex offender who has failed to register. TODAY'S TMJ4 found a yellow notice from the sheriff's office to pick up his "legal" paperwork on the front door.
Neighbors are starting to piece together what went wrong down the street from them.
"It's quite scary when I've got a six-year-old little girl that loves to play out front - you know there's a little park around the corner," Charlette Harris a neighbor says.
"There were at least eight officers down there. No, tape. So we're thinking it's not a murder there's not tape," said Harris. "Now, I'm really worried like what in the H-E-double-hockey sticks is going on in this neighborhood?"
