MPD releases dash cam video of officer fired for striking arrested prisoner
MILWAUKEE- Milwaukee police has released a dash cam video that depicts an officer violating their Code of Conduct and was subsequently discharged on May 1.
Police say the officer, Richard Schoen, 42, had nine years of service on the Milwaukee Police Department.
The incident involving officer Schoen dates back to September when he struck a female prisoner who was handcuffed in the back of his squad car -- a violation of MPD's Code of Conduct.
Police determined that Schoen "punched a prisoner in the face, removed her from the squad by her hair and struck her to the body with his knee, while she was handcuffed in the squad."
The happened during a traffic stop on September 22, 2011 around 9 p.m. in the 4100 block of N. 51st Blvd. The driver became argumentative and used profanity, resulting in her arrest.
