Clarke calls for shifting offenders on monitoring into jail

With plenty of empty jail cells at his disposal, Sheriff David A. Clarke Jr. said Tuesday that programs that allow some offenders at least partial freedom, such as the Day Reporting Center and electronic monitoring, should be scaled back.
