MADISON, Wis. (AP) -- Police say about 2,500 people gathered at the state Capitol on Tuesday to protest Gov. Scott Walker's budget as the Legislature prepared to debate it.
That is a far cry from the tens of thousands of people who gathered earlier in the year to protest Walker's proposal targeting collective bargaining rights of public employees.
Union leaders organized a late-afternoon protest as the state Assembly planned to start budget debate. About 100 people remained late in the night as the Assembly had yet to take up the bill, which slashes public education funding and makes a number of other changes to deal with a $3 billion shortfall.
Capitol police say three people were arrested Tuesday. One was for disorderly conduct and two for possession of drug paraphernalia.
