RICHFIELD - On Highway 164 in Washington County, the issue of speed is in overdrive.

A group of neighbors wants the speed limit lowered from 55 to 45 and they just sued the Village of Richfield to get it.

"I don't want to be the next victim when I pull out of my driveway," one neighbor said.

Village President Diane Pedersen says the speed limit isn't even the village's responsibility, it's the Wisconsin Department of Transportation's.

"We do not feel we've done anything wrong at all," she said.

"Fifty-five is not OK because since the beginning of this year we've had three fatalities on Highway 164," said concerned neighbor Jeff Gonyo.

In 2000, when officials lowered the speed limit to 45 because of construction, accidents dropped almost 80 percent.

The DOT has added some safety measures on Highway 164, including speed boards, flashing lights and more signage. A roundabout is planned next year, in hopes of slowing down drivers on the highway.

The DOT wouldn't talk to us on camera about those safety measures, and they wouldn't talk to us on camera about the two studies they did either.

One recommended lowering the speed limit. The other did not. That's the study officials went with, which baffles Wisconsin State Representative Don Pridemore.

"Why would they switch it, do a 180?" asked TODAY'S TMJ4's Jay Olstad.

"I tried to get an answer to that question and I never got one," said Pridemore.

The DOT claims it would cost too much to enforce a lower speed limit, about $200,000.

That's not good enough for these neighbors. So their drive to lower the speed limit, along with the help from Pridemore, continues.
