I KNOW IT'S HOW IT'S DONE...
...BUT IT'S NOT HOW IT SHOULD BE DONE.
Why do legislators insist upon staying up all night to do the most important work we, the taxpayers, hire them to do?
My parents, like yours probably, had all kinds of things to say about staying up too late. One of my favorites is something to the effect of nothing good happening after midnight. The others involve the quality of work one is able to do when pulling an all-nighter, versus working diligently on major projects a little bit each day. Certainly, the latter was always preferred and yielded a higher quality work.
These early childhood lessons come to mind as the Milwaukee County Board deliberated the 2010 budget into the early hours of the morning. The official "budget passes" news release hit my email at 2:30 AM.
There's no way we can get this thing done before 2:00 in the morning? One of the primary reasons taxpayers hire Supervisors is to aid in the creation and passage of an annual budget. It happens every year... pretty much same time. There's no way this can occur without staying up way past everyone's bed time?
I'm not saying push the deadline. If you don't have a hard deadline, this thing would never get done. Exactly the opposite. Can't we put in a little bit of work, a little bit sooner? I know... I know... there's a process. Committee meetings, hearings, etc.
I'm just saying staying up all night to make critical decisions on the governance of our County is not the best case scenario. Can't we debate some items for a while, adjourn, and pick up where we left off tomorrow?
I'm not just picking on the County Board, either. School Board does it. State Legislature has been known to do it, though there was that time we were 3 months overdue on a budget and no one seemed to bothered by it.
You may get some folks to tell you this is just how the system works. You start when the Exec gets you the budget... and it takes how long it takes to get to the budget meeting.
Well fine. If the system truly does not allow for this type of effort, then change the system.
