Super Fans Under Fire

If you haven't heard, the Vancouver Canucks have two super fans that dress up in green body suits, and make fun of opponents in the penalty box. Is it stupid? Sure. But it's harmless stupidity. As long as they aren't banging on the glass, or yelling at the players (which they can't do because they're in green body suits), what's the harm? But apparently the NHL thinks they'll incite a riot, so they want them to tone down their act. As the Canucks prepare to face the Predators, is this fair?
