I believe this is irony defined.

We just got a news release from the Wisconsin Department of Workforce Development. They're closed Friday.

The poor economy has forced the State to cut expenses by closing offices. This is the organization that helps people get unemployment checks and stuff. It also runs employment help. So the economy is so bad... the place that helps people in the bad economy is closed too.

IRONY: I got laid off from my job, so I went to the Department of Workforce Development to get help, but they were closed... because so many people are out of work.

Or maybe that's a paradox. The more people who need help... the less able the government is to fund the help they need. Anyway... it struck me as funny. Not funny ha, ha... funny weird.
